MEET DR. MILTON RAHMAN, P.E., PMP, CFM, ENV SP

Dedicated Public Servant with decades of experience in the public and private sectors, currently serves as the Executive Director for the Harris County Office of the County Engineer. He was appointed as the County Engineer and head of the Engineering Department unanimously by the Harris County Commissioners Court on January 25, 2022. Dr. Milton Rahman leads the most diverse workforce and multifaceted infrastructure portfolio department in Harris County, consisting of an estimated 800 plus full-time employees and several core areas of services including Capital Project Delivery for Transportation, Drainage, Building and Park improvements, Development Services and Permitting, Community & Transportation, Planning, Maintenance & Operations of 150 plus County Facilities, Disaster Recovery Operations, and Real Property Management. The Office of the County Engineer currently has an annual operating budget of approximately $120 million and oversees over 550 Capital Projects, with a project budget valued at over $3.5 billion. Dr. Rahman played an instrumental role in developing $1.2 billion infrastructure bond for Harris County in 2022 focused on law enforcement facilities, road and drainage and park improvements.

Since 2019, he has served Harris County, starting with Precinct 2, and soon transitioned to the role of Deputy Chief of Staff, where he oversaw the operations of several departments, including Engineering & Planning, Healthcare, Social Services, Support Services, and Transportation, Capital Improvements, and Parks and Recreation, among others. Before joining Harris County, Dr. Rahman was the associate vice president at Stuart Consulting Group, where he worked as a consultant to the Harris County Flood Control District and served as deputy program manager for the countywide Hurricane Harvey Disaster Recovery Program. Dr. Rahman is a licensed professional engineer, project management professional, certified floodplain manager, and an advocate for sustainability. Over his decades of public service, Dr. Rahman has served as Director of Public Works at the City of Stafford and spent a decade working in the City of San Antonio Public Works Department.

Dr. Rahman’s academic journey is a testament to his dedication and expertise. He holds a Ph.D. in Environmental Science and Engineering, a Master’s in Civil Engineering from the University of Texas at San Antonio, and a Bachelor of Science in Water Resources Engineering from the Bangladesh University of Engineering and Technology.

As a trailblazing champion of a diverse workforce and minority-owned businesses, Dr. Rahman has revolutionized OCE’s contracting process, with over 45% of professional service contracts awarded to Minority Women Business Enterprise (MWBE) firms in the past two years.

Dr. Rahman’s forward-thinking leadership continues to strengthen Harris County, crafting resilient and sustainable infrastructure that serves as the enduring backbone of community progress and opportunity.
