    If the agent of the owner is completing the forms and submitting them, the agent must be a direct extension of the owner.
  • Permits owned by a Municipal Utility District (MUD)
    The President or Vice President of the MUD must sign the application and Permittee Certification form.

If your Stormwater Quality permit is under the renewal phase, an inspection from Harris County is not necessary.  Please refer to the Plan Review tab on this page to see what is needed to submit for renewal of your Stormwater Quality permit. If your Stormwater Quality permit has not passed Final Inspection, please refer to the Inspections page for information on how to submit for Final Inspection.

This application is for Stormwater Quality (SWQ) Renewals and Transfers.  After the SWQ permit has received a Final Inspection and the Certificate of Compliance has been issued, the SWQ permit will be subject to annual renewal. 

If ownership of the property has changed, then the SWQ permit is subject to transfer.  The application for transfer of the SWQ permit can be submitted in ePermits. When the SWQ permit is transferred to a MUD, the MUD letter indicating that the MUD agrees to the responsibility of maintenance of the SWQ feature is required. The letter must be provided on MUD letterhead and signed by the President of the MUD.

Once the Stormwater Quality permit has been renewed, the receipt of renewal will be available for you to obtain in ePermits

Online Electronic Plan Submittal – E-Permits

First time users will need to register for an account. 

Make sure you are selecting the correct application type in order to avoid any unexpected delays! 

Here are the steps for applying through E-Permits:

  1. Access the E-Permits platform and log in
  2. Navigate to the "Projects" section
  3. Click on "Apply"
  4. Locate your address on the map by either entering it or zooming in and double-clicking on the location
  5. A "Red Pin" will appear on the map, and all associated data will be retrieved by E-Permits. If the address is incorrect, you can correct it on the next page
  6. Click on the green "Apply" button
  7. In the selection labeled "Application," choose "Stormwater Quality Renewals & Transfers”
  8. Provide the required detailed information and click on "Next"
  9. Complete the application page and click on "Next"
  10. Upload all the necessary documents, and once finished, click on "Next"
  11. Finally, review the disclaimer, select "Agree," and then click on "Submit Application"
