How to Apply

Apply online through E-Permits – You may apply, pay fees, and print your permits online.

Here are the steps for applying through E-Permits:

  • Access the E-Permits platform and log in
  • Navigate to the "Projects" section
  • Click on "Apply"
  • Locate your address on the map by either entering it or zooming in and double-clicking on the location
  • A "Red Pin" will appear on the map, and all associated data will be retrieved by E-Permits. If the address is incorrect, you can correct it on the next page
  • Click on the green "Apply" button
  • In the selection labeled "Application," choose "Tract Home Builders"
  • Provide the required detailed information and click on "Next"
  • Complete the application page and click on "Next"
  • Upload all the necessary documents, and once finished, click on "Next"
  • Finally, review the disclaimer, select "Agree," and then click on "Submit Application"

Apply in person at 10555 Northwest Freeway, Suite 120. This is a first-come, first-served walk-in, or drop-off service. Same day permits are not guaranteed.

This application is for permitting tract homes, such as single-family homes and duplexes. Plan approval is required for permitting on a residential property.

Additional Resources

All excavated fill (dirt) material must be removed from the site or must be permitted in compliance with the Harris County Floodplain Regulations.

After Approval

An Elevation Certificate (EC)Elevation Certificate (EC)As-Built Certificate (ABC), and a final inspection are required for single-family homes and duplexes on a residential property that are built in the floodplain.

  • Complete the site plan showing the location of all developments, including the septic system if applicable
  • The site plan must show how the property drains
  • Engineered drawings

Apply Conditions & ExceptionsThe "X-S" zone is also known as the 500-year floodplain, including the "Shaded X" flood zone. This area requires the submittal of documentation (elevation certificate, topographical survey, etc.) that provides the elevation of the Lowest Adjacent Ground (LAG) next to the proposed development and the Base Flood Elevation (BFE) for the property. Should the LAG be below the BFL, then the property will be permitted as if it lies within the Special Flood Hazard Area (SFHA). If the LAG is equal to, or above, the BFE, then the property will be permitted as if it lies outside the SFHA.For single-family residential development, all builders, developers, and contractors are required to provide a notice of foundation, frame, and final inspection at E-Permits

Residential plans for fill (dirt) placement in the floodplain will be reviewed in the field by Harris County Inspections. An inspection is not required for fill (dirt) material that is not in the floodplain. Inspection is not required for development that is not in the floodplain.
