Electronic Speed Feedback Signs provide drivers with feedback about their speed in relation to the posted speed limit.
Applicant
shall obtain a “Notification of Construction in Right-of-Way” from the Harris County Engineering Department, prior to the installation of the Electronic Speed Feedback Sign.
Applicant
shall submit a detailed map of the Homeowner’s Association (HOA) boundary and a sketch or plan that shows all signing, driveways, sidewalks, traffic signals, and adjacent land use within 300 feet of the proposed Electronic Speed Feedback Signs as part of the “Notification of Construction in Right-of-Way” permit application.
If existing signs must be relocated due to conflicts with the Electronic Speed Feedback Sign, replacement signs must meet current Texas Manual on Uniform Traffic Control Devices (TMUTCD) requirements and the responsibility for installing replacement signs
shall be at the expense of the HOA.
Applicant
shall submit Electronic Speed Feedback Sign shop drawings in accordance with Harris County’s standard detail for Electronic Speed Feedback Signs as part of the “Notification of Construction in Right-of-Way” permit application.
The HOA
shall be responsible for installation, condition, maintenance, and removal of Electronic Speed Feedback Signs within Harris County’s Right-of-Way (ROW).If Harris County believes the HOA has failed to perform maintenance or repairs, Harris County
shall notify the HOA in writing explaining how Harris County believes the Homeowner’s Association has failed to perform its maintenance or repair duties and allow the HOA to cure such a failure within sixty (60) days of receipt of the Notice to Cure, then the Harris County may, in its sole discretion remove the Electronic Speed Feedback Sign. In such cases where the maintenance or repair work is of immediate action due to roadway safety issues, Harris County may in its sole discretion remove the Electronic Speed Feedback Sign. Costs associated with removal of the Electronic Speed Feedback Signs will be the responsibility of the HOA.
Applicant
shall submit a “Letter of Responsibility” from the Homeowner’s Association (HOA) President to acknowledge all responsibility for installation, condition, maintenance, and removal of the Electronic Speed Feedback Sign, as it is the responsibility of the pertinent Homeowner’s Association (HOA). “Letter of Responsibility”
shall be notarized and submitted as part of the “Notification of Construction in Right-of-Way” permit application.
