Online Electronic Plan Submittal – E-Permits

First time users will need to register for an account. 

Make sure you are selecting the correct application type in order to avoid any unexpected delays! 

Here are the steps for applying through E-Permits:

  1.  Access the E-Permits platform and log in
  2. Navigate to the "Projects" section
  3. Click on "Apply"
  4. Locate your address on the map by either entering it or zooming in and double-clicking on the location
  5. A "Red Pin" will appear on the map, and all associated data will be retrieved by E-Permits. If the address is incorrect, you can correct it on the next page
  6. Click on the green "Apply" button
  7. In the selection labeled "Application," choose "Minor Site Development"
  8. Provide the required detailed information and click on "Next"
  9. Complete the application page and click on "Next"
  10. Upload all the necessary documents, and once finished, click on "Next"
  11. Finally, review the disclaimer, select "Agree," and then click on "Submit Application"

Conditions & Exceptions

This application may require approval by any or all of the following groups based on scope or other conditions: Right-of-Way, Stormwater Quality, and Traffic.

Application and plans will be reviewed and processed. An application fee will be assigned to the project once the first review has been completed or the project has been approved. The application fee, permit fee, and admin fee (if applicable) must be paid prior to downloading the approved plans or the reviewer’s comments.

HARRIS COUNTY MINOR SITE DEVELOPMENT PLAN SUBMITTAL CHECKLIST 

Provide a detailed site plan showing the following information:

  • Provide a north arrow for your site plan
  • Show all property lines
  • Clearly label all existing and proposed structures on your property
  • Show the distance of your proposed structure(s) from the nearest property lines
  • Clearly label the frontage road, the cross street and show the distance of cross street from your property
  • Show existing and proposed utilities
  • If you have a septic system onsite, show location of holding tanks, field lines, and spray areas
  • Show all existing and proposed driveways and culverts on your property with measurements
  • Provide the distance between all proposed and existing driveways

This application is for minor site development for small improvements to existing developed sites and new driveway permits.

Any new development in the floodplain or on a vacant property does not qualify for minor site development review.

Minor site development is a privilege, and some submittals may be handled on a case-by-case basis depending on the level of development.

Note: Site plans are valid on a continual basis, while the driveway permits are valid for six (6) months.

After Approval

After approval, you may pay fees online from your E-Permits account. Once fees are paid you may download the approved plans and print out a paper copy of the permit. Please post the permit so that it is fully visible on the project site and have a paper copy of the approved plans onsite during construction.
