2024 Harris County Interim Major Thoroughfare and Freeway Plan (Countywide)

Harris County Commissioners Court adopted an Interim Major Thoroughfare and Freeway Plan in 2024 for the unincorporated Harris County. A Major Thoroughfare and Freeway Plan (MTFP) has long-time been an effective tool in guiding orderly development in the Greater-Houston region. Burnett Bayland Park Master Plan And Community Connectivity Plan

Burnett Bayland Park Master plan will develop recommended improvements for the 35-acre Burnett Bayland Park at Chimney Rock Road and Gulfton Street in Precinct 4. The master plan will provide strategies for improving amenities, programming, and connectivity in the park to better serve the recreational and open space needs of the community. Channelview Community Plan

The Channelview Community Planning Study aims to develop a comprehensive, long-term plan to guide the growth and redevelopment of the community. Through extensive data analysis and community engagement, the plan captures the vision of Channelview's future. The study boundary encompasses Wallisville Road to the north, the old San Jacinto River to the east, Beltway 8 to the west, and the Houston Ship and Carpenter's Bayou to the south. Public engagement, data gathering, and expert analysis were conducted from July 2020 to March 2021 to inform the recommendations and implementation plan. Aldine Region Study

The Aldine region comprehensive study is a consolidated effort that brings together previous planning initiatives for community improvement. By analyzing these efforts, we have developed a prioritized list of projects for Harris County to implement.  This study serves as a valuable road map for enhancing the Aldine region and fulfilling the community’s needs. Partnership project with Greater Northside Management District in Precinct 2, for the development of the Capital Projects Development Strategy within the district.

Community Planning in Barrett Area

Barrett, Texas, is a historic community with deep cultural significance. The Barrett Community Plan, initiated by Harris County Precinct 2, aims to collaborate with community partners to address needs and develop a vision for the future. The plan focuses on key areas such as mobility, housing, economic development, and sustainability. Through extensive stakeholder engagement, the plan provides recommendations for both short-term and long-term implementation to make Barrett an independent, vibrant, and sustainable community. East End Bikeway Plan

The Houston East End Study focuses on creating a high- comfort bikeway network in the East End neighborhood. This study aims to promote health, reduce emissions, and enhance community resilience through safe and accessible biking infrastructure. By prioritizing pedestrian and transit improvements, the study strives to make the East End the premier biking destination in Houston while fostering sustainability and vibrancy. Emergency Transportation Measures Study (Countywide)

The Emergency Transportation Measures Study has provided engineering guidelines for incorporating common flood warning components, including early warning systems, roadway flood sensor technologies, and traffic control devices. With the approval of the study, the Office of the County Engineer can now proceed with the next steps, which will primarily focus on implementation.

2020 Harris County Transportation Plan (Countywide)

The Harris County Transportation Plan (CTP) is a comprehensive, long-term document that guides transportation projects, programs, policies, and advocacy for unincorporated Harris County until 2040. Harris County Water and Wastewater Planning Study Phase 1 - Interim Report (Countywide)

Reliable water and wastewater service is critical to the health, vitality, prosperity, and viability of communities in Harris County. This study, being funded by Community Development Block Grant-Disaster Recovery (CDBG-DR) funds, will aid Harris County in identifying areas for which providing water and/or wastewater services would offer great benefit to the community. For more information, visit: Harris County Water and Wastewater Planning Study

Highlands - Lynchburg Area Community Plan

Community-led comprehensive planning for the Highlands- Lynchburg area in Precinct 2, including existing conditions assessments, public involvement, and project recommendations.

John R Harris Park - Masterplan & Traffic Study

As part of the development of the John Harris Park Master Plan, a traffic analysis was conducted to assess current road conditions and the potential impacts of modifications near the park. The analysis revealed that three of the four intersections operate at acceptable levels, while one already experiences heavy delays. Proposed scenarios for roadway modifications were evaluated, resulting in minimal changes to delay times. Improved pedestrian crossings were also explored, with an exclusive pedestrian phase identified as the most direct but potentially causing significant vehicle queuing and delay. For more information, visit: John R Harris Park.

Mcnair / Linus Area Community Plan

Community-led comprehensive planning for the McNair/Linus area in Precinct 2, including existing conditions assessments, public involvement, and project recommendations.

North Shore Community Plan

The North Shore Community Planning study aims to create a comprehensive and long-term plan to address mobility, housing, land use, economic development, and sustainability in the area. Through extensive data analysis and community engagement, enhancement projects have been identified to fulfill the community's vision for North Shore. Virtual meetings and online feedback channels were utilized to gather input from stakeholders, ensuring inclusive participation.

Park and Trail Analysis

Vision Zero (Countywide)

A nationwide initiative that many cities and counties have adopted with the aim of reaching zero traffic deaths or severe injuries. Harris County adopted the Vision Zero Action Plan in 2022. For more information, visit: Vision Zero Action Plan
