Introduction

The Harris County Transportation Master Plan (HCTMP) is a long-range planning document that will serve as a guide for future transportation policies, programs, and projects for the unincorporated area of Harris County through 2050. The overall HCTMP will address safety, connectivity, and mobility for roadways and other multimodal facilities in a sustainable, resilient, and equitable manner. The HCTMP includes two components, the Major Thoroughfare Plan and the Active Transportation Plan. The final plan will identify roadway type needs for the future along with prioritized corridors for short, medium, and long-term implementation through 2050.

Thoroughfare Plan

The Thoroughfare Plan provides a long-range framework for transportation planning by defining current and future roadway classifications, creating a conceptual grid of well-spaced corridors, and identifying transportation and land use opportunities and constraints. The plan will recommend and prioritize roadway and multimodal segments based on evolving needs of the growing population of residents and commuters in Harris County, while ensuring conformity with regional air quality standards. The final plan will identify roadway type needs for the future along with prioritized corridors for short, medium, and long-term implementation through 2050.

Active Transportation Plan

The Active Transportation Plan focuses on improving walking and biking by establishing specific goals, objectives, and strategies for non-motorized travel. It identifies existing and planned bicycle and pedestrian networks, uses data to assess current and future needs, and provides planning-level design guidance for future pedestrian and bicycle facilities.

Vision Zero

Vision Zero is a nationwide initiative that many cities and counties have adopted with the aim of reaching zero traffic deaths or severe injuries. It involves a fundamental shift in how cities approach traffic safety. Vision Zero is a strategy to eliminate traffic fatalities and severe injuries among all road users, promoting safe, healthy, and equitable mobility for everyone.

The goals of the HCTMP are to improve transportation safety, reduce congestion, improve connectivity and access through multimodal transportation options, and create a progressive and resilient transportation system within unincorporated Harris County. The HCTMP will serve as a vital planning tool to address growing needs within the county. Equity is at the core consideration in the development of the plan.

As part of the HCTMP, Harris County Office of the County Engineer will be conducting meetings with the four precincts, stakeholder groups and the public to engage with the diverse community at key milestones.
