The Outfall Repair and Replacement Program provides for immediate emergency repairs and brings failing/dilapidated infrastructure to current standards and capacity when possible. Project selections are a combination of reactive and proactive assessment. All Projects are brought to PCT staff for approval those deemed to be immediate threats to life, health and safety are given priority.

Most maintenance (non-life health safety) projects are under construction and complete in under 45 days, some a bit longer due to material lead time.

If there is imminent risk to life or safety, e.g. failure under or adjacent to existing roadways or trails, markings and immediate temporary repairs are coordinated through On-Call Contractor(s) and the Precinct (PCT) to bring the site back into operation the same day.

The On-Call Contractor(s), Precinct (PCT), Special Project Staff, and On-Call Consultant to supervise the temporary repairs while permanent repair schematics and materials are manufactured. Most of these projects complete their final repair within three weeks, barring long material lead times.

To date, the Outfall Repair and Replacement program has the fastest turnaround times in relation to infrastructure repairs within Harris County.
