Wastewater Permitting reviews plans and issues permits for Septic Systems/On-Site Sewage Facilities (OSSFs) as well as reviews plan sets for Wastewater Treatment Plants in unincorporated Harris County.  OSSF Feasibility Studies are also reviewed when a new plat is required for your property.  These reviews must be submitted using ePermits.

An OSSF Feasibility Study is required when a new plat is required at the site where the system will be installed. The study is done by a reviewer to ensure that the OSSF system can meet all requirements set by the Harris County Local Order and 30 TAC 285. The Feasibility Study must be submitted to ePermits

A Professional Engineer (registered in the State of Texas) or a Licensed Registered Sanitarian must sign and seal the Feasibility Study ePermits

An owner of an approved and permitted OSSF system is required to have a Maintenance Contract with a OSSF Maintenance Provider. Failure to submit a Maintenance Contract may result in placing misdemeanor violations on the owner to be handled in the Justice of the Peace Courts. How to Obtain a Permit for a Commercial OSSF/Septic System

  • A Professional Engineer (registered in the State of Texas) or a Licensed Registered Sanitarian must complete the design of the system and submit those plans to ePermits link for review
  • A Commercial Food Establishment (prepares food) OSSF design can only be signed and sealed by a Professional Engineer (registered in the State of Texas)

How to Obtain a Permit for a Residential OSSF/Septic System

  • A Professional Engineer (registered in the State of Texas) or a Licensed Registered Sanitarian must complete the design of the system and submit those plans to ePermits for review.

Permit Documents

The revised drawing of the previously approved OSSF with reference to the permit number must be submitted to ePermits. Residential Amendment is $150 and Commercial is $300

The revised drawing of the OSSF must be signed and sealed by a Professional Engineer (registered in the State of Texas) or Licensed Registered Sanitarian ePermits
